It has not been successful. Ultimately, the forces that handicap it are unassailable.

One of the reasons is "leverage". There is only so much leverage to go around. And, it is concentrated elsewhere.

they, largely, aren't supposed to succeed.
the startups that fit the pre-conceived notions get rewards.
and, then, largely flounder.

ten years ago, maybe there was a shortage of capital, or of expertise.
today, if anything, there is too much.
the various state-level "welfare" funding plans.
tech stacks that are more approachable.
